You seem to misunderstand why you were muted. You also don't seem to grasp the idea of context. You weren't muted solely for saying "retard", you were muted for saying "what the fuck are you watching you retard" to a teammate after dying. Also, to respond to the video; he never says "chink", he says "chick". And the context of "faggot" is "look at my fucking flashbang you faggots" to the other team prior to the round beginning. Clearly being cheeky, not toxic. Also, mind you he WAS punished for what he said, just not by me. Your inability to discern between the two is the main cause of your constant punishment (mute, gag, silence, etc.).
